MINUTES-SPECIAL MEETING
SEPTEMBER 23, 2013
In Mayor Vossler’s absence, Council President, Harlan Schrock, called the special meeting of the City Council to order at 5:00 p.m. at the City Hall. Advanced notice of the meeting was given by publication in The Sentinel, the appointed method for giving advanced notice. All proceedings shown were taken while the meeting was open to the attendance of the public.
Harlan Schrock presided and City Clerk Debbie Gilmer recorded the proceedings. The following Councilmembers were present: Phyllis Ryan, Stanley Krause, and Harlan Schrock. Dan Drake was absent. A quorum being present and the meeting duly convened, the following proceedings were had and done.
As required by the Nebraska Open Meetings Act, Harlan Schrock announced that a copy of the Nebraska Open Meetings Act has been posted on the south door of the City Hall meeting room for all in attendance to review.
Motion was made by Ryan, seconded by Krause, to open the public hearing for the purpose of hearing support, opposition, criticism, suggestions or observations relating to amending the budget which was originally adopted on the 4th day of September, 2012. On roll call voting aye, Schrock, Krause, Ryan. Nays none. Drake absent. Motion carried. Public hearing opened at 5:02 p.m.
As there were no comments, suggestions, or opposition presented to the Council relating to amending the budget as presented, motion was made by Krause, seconded by Ryan to close the public hearing for the purpose of hearing support, opposition, criticism, suggestions or observations relating to amending the budget which was originally adopted on the 4th day of September, 2012. On roll call voting aye, Schrock, Ryan, Krause. Nays none. Drake absent. Motion carried. Public hearing closed at 5:07 p.m.
Resolution #13-32 was introduced and ready by Council President, Harlan Schrock.
RESOLUTION NO. 13-32
WHEREAS, The City of Friend has experienced an increase in expenditures by paying off a bond that had not been anticipated for this year, by additional expenses incurred from a city-wide street improvement project, and by additional expenses for improvements and equipment replacement at the Friend City Park not previously budgeted in the fiscal year budget for 2012-2013, and;
WHEREAS, these changes will cause an increase in that year’s budget for disbursements and transfers, and an increase in the total resources available, and;
WHEREAS, these changes necessitate an amendment to the fiscal year budget for 2012-2013 of the City;
NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF FRIEND, NEBRASKA as follows:
That the fiscal year 2012-2013 budget of the City of Friend, Nebraska, a municipal corporation, is hereby amended, as to the general fund, 1) to allow for additional disbursements and transfers in the amount of $500,000, with total disbursements and transfers amended to $10,647,406.74; and; 2) to increase the total resources available by $500,000, with the total amount of resources available amended to $11,684,415.25; and that all remaining provisions of said budget are affirmed and ratified in all respects except as to the above amendments.
Motion was made by Krause, seconded by Ryan to approve Resolution #13-32 amending the fiscal year budget for 2012-2013. On roll call voting aye, Schrock, Krause, Ryan. Nays none. Drake absent. Resolution #13-32 was passed and approved this 3rd day of September, 2013.
No further business to come before the City Council, motion was made by Ryan, seconded by Krause, to adjourn the meeting. On roll call voting aye, Schrock, Ryan, Krause. Nays, none. Drake absent. Motion carried. Meeting adjourned at 5:10 p.m.
