FRIEND CITY COUNCIL
MINUTES-REGULAR MEETING
NOVEMBER 7, 2017
Mayor Vossler called the regular meeting of the City Council to order at 7:00 p.m. at the City Hall. Advanced notice of the meeting was given by publication in The Sentinel, the appointed method for giving advanced notice. All proceedings shown were taken while the meeting was open to the attendance of the public.
Mayor James Vossler presided and City Clerk Debbie Gilmer recorded the proceedings. The following Councilmembers were present: Stan Krause, Shane Stutzman, and Harlan Schrock. Phyllis Ryan was absent. A quorum being present, and the meeting duly convened, the following proceedings were had and done.
As required by the Nebraska Open Meetings Act, Mayor Vossler announced that a copy of the Nebraska Open Meetings Act has been posted on the south door of the City Hall meeting room for all in attendance to review.
Mayor Vossler announced that public comments would be received at this time. No comments were offered.
Motioned by Schrock, seconded by Krause, to approve the minutes of the October 3, 2017 regular meeting and the October 2017 Treasurer’s Report as presented and file same. On roll call voting aye to approve the October 3, 2017 regular meeting minutes and the October 2017 Treasurer’s Report, Stutzman, Krause, Schrock. Nays none. Ryan, absent. Motion carried.
Motion was made by Stutzman, seconded by Schrock to approve the Friend Community Healthcare Systems Financial Statements for September 2017. On roll call voting aye, Krause, Schrock, Stutzman. Nays none. Ryan, absent. Motion carried.
A motion was made by Krause, seconded by Stutzman, that payroll and claims be approved by the claims committee, and be allowed, and the Clerk instructed to issue warrants on the respective funds to pay same. On roll call voting aye, Schrock, Stutzman, Krause. Nays none. Ryan, absent. Motion carried.

Lengthy discussion was had relating to the agenda item of “Friend Development Group Inc Recommendation for Annexation of Certain Properties”. In attendance representing the Friend Development Group were Jim Ryan and Gary Tuttle. Several property owners that would be affected by the proposed annexation were also in attendance to express their concerns and to give their opinion on the proposal. Those property owners were Dave Schluter, Glen and Bonnie Felt, Paul and Carol Johansen and Chuck Beckler. Carol Johansen requested that it be reflected in the meeting minutes that she and Paul are definitely opposed to the proposed annexation. After discussion, motion was made by Stutzman, seconded by Schrock, to accept the recommendation of the Friend Development Group Inc., and to authorize proceeding with any steps necessary for the annexation process. On roll call voting aye, Krause, Schrock, Stutzman. Nays none. Ryan, absent. Motion carried.
Utilities Superintendent, Patrick Gates gave his report.
Patrick Gates requested the Mayor and Council approve the annual agreement between NDOR and the City relative to surface maintenance of Highway 6. Motion was made by Schrock, seconded by Krause, to authorize Mayor Vossler execute by signing Maintenance Agreement Number 69 between the Nebraska Department of Roads and the City of Friend relative to surface maintenance of 2.54 lane miles of Highway 6. On roll call voting aye, Stutzman, Krause, Schrock. Nays none. Ryan, absent. Motion carried.
Continued consideration was given to the recommendation of the Planning Commission relating to the application for Hamilton West Subdivision. After discussion, motion was made by Stutzman, seconded by Krause to deny recommendation of the Planning Commission, for Hamilton West Subdivision to subdivide this into 3 parcels and to allow two of the three lots to have a garage/structure only (no dwelling), but to agree to revisit and reconsider approving the south lot be split off at a later time, should the property owner request reconsideration when a purchase agreement is pending. On roll call voting aye, Schrock, Krause, Stutzman. Nays none. Ryan, absent. Motion carried.
Motion was made by Stutzman, seconded by Schrock, to renew the City employee health insurance benefit package through Blue Cross/Blue Shield. On roll call voting aye, Krause, Schrock, Stutzman. Nays none. Ryan, absent. Motion carried.
No further business to come before the City Council, motion was made by Schrock, seconded by Krause to adjourn the meeting. On roll call voting aye, Stutzman, Krause, Schrock. Nays none. Ryan, absent. Meeting adjourned at 8:35 p.m
