FRIEND CITY COUNCIL
MINUTES-REGULAR MEETING
JUNE 5, 2018, 7:00 p.m.
Mayor Vossler called the regular meeting of the City Council to order at the City Hall. Advanced notice of the meeting was given by publication in The Sentinel, the appointed method for giving advanced notice. All proceedings shown were taken while the meeting was open to the attendance of the public.
Mayor James Vossler presided, and Kim Goossen recorded the proceedings. The following Councilmembers were present: Stan Krause, Shane Stutzman, Phyllis Ryan, and Harlan Schrock. A quorum being present, and the meeting duly convened, the following proceedings were had and done.
As required by the Nebraska Open Meetings Act, Mayor Vossler announced that a copy of the Nebraska Open Meetings Act has been posted on the south door of the City Hall meeting room for all in attendance to review.
Mayor Vossler announced that public comments would be accepted. No comments were offered at this time.
Motioned by Stutzman, seconded by Krause, to approve the Minutes of the May 1, 2018 regular meeting, and the May 2018 Treasurer's Report as presented and file same. On roll call voting aye to approve the May 1, 2018 regular meeting minutes, and the May 2018 Treasurer's Report, Schrock, Ryan, Krause, Stutzman. Nays none. Motion carried.
A motion was made by Schrock, seconded by Ryan, that claims, and payroll be approved by the claims committee, and be allowed, and the Clerk instructed to issue warrants on the respective funds to pay same. On roll call voting aye, Krause, Stutzman, Schrock, Ryan. Nays none. Motion carried.

Becky Haufle with Inspro Insurance attended the meeting to present a dividend check to the City. Ms. Haufle reported that as an insured of Employers Mutual, Friend was part of EMCs municipality safety program. This program was designed several years ago to encourage cities and villages to be conscientious about claims. In the 24 years this program has been in existence, dividends have been paid back to their insured clients 17 of those 24 years…..with the highest percent paid back being 21% of eligible premiums. Ms. Haufle shared with the Mayor and Council that she would appreciate the opportunity of providing a quote to the City to regain their business and to once again become the insurance agent for Friend at the time of policy renewal. Mayor Vossler and Council had no objections.

Stan Krause reported on behalf of the Fire Department. Krause said the Department has applied for a grant to purchase bunker gear, radios, equipment, etc. The grant is through the Nebraska Forestry Service and would pay 50% of these costs.
Council discussed and considered their annual donation toward the firework fund. Motion was made by Stutzman, seconded by Schrock, to donate $3000 toward the cost of the City’s Fourth of July firework display. On roll call voting aye, Krause, Schrock, Stutzman. Nays none. Ryan absent. Motion carried.
Representing the Friend Development Group, Gary Tuttle attended the meeting. Mr. Tuttle gave recommendation to the Mayor and Council to consider annexing certain property at the west end of 3rd Street into the Friend corporate limits for potential future development. Other properties that utilize city utilities that are not within the corporate limits were also discussed. More information will be available and further consideration will be had at the next City Council meeting.
Craig Vyhnalek with Vyhnalek Insurance and Tom Clouse with Friend Insurance attended the meeting to discuss with the Mayor and Council the City’s insurance policy. Mr. Vyhnalek and Mr. Clouse will be preparing a proposal for the City’s insurance coverage and have requested Council consider their proposal.
As the next regular scheduled meeting date falls on the Fourth of July, the July meeting will be held July 3rd at 5:00 p.m.
No further business to come before the City Council, motion was made by Schrock, seconded by Stutzman, to adjourn the meeting. On roll call voting aye, Krause, Stutzman, Schrock. Nays none. Ryan absent. Motion carried. Meeting adjourned at 7:25 p.m
