FRIEND CITY COUNCIL
MINUTES-REGULAR MEETING
MAY 1, 2017, 7:00 p.m.
Mayor Vossler called the regular meeting of the City Council to order at the City Hall. Advanced notice of the meeting was given by publication in The Sentinel, the appointed method for giving advanced notice. All proceedings shown were taken while the meeting was open to the attendance of the public.
Mayor James Vossler presided and City Clerk Debbie Gilmer recorded the proceedings. The following Councilmembers were present: Harlan Schrock, Shane Stutzman, Phyllis Ryan, Stan Krause. A quorum being present and the meeting duly convened, the following proceedings were had and done.
As required by the Nebraska Open Meetings Act, Mayor Vossler announced that a copy of the Nebraska Open Meetings Act has been posted on the south door of the City Hall meeting room for all in attendance to review.
Mayor Vossler announced that public comments would be accepted at this time. No comments offered.
Motioned by Schrock, seconded by Krause, to approve the Minutes of the April 4, 2017 regular meeting and the April 2017 Treasurer's Report as presented and file same. On roll call voting aye to approve the April 4, 2017 regular meeting minutes and the April 2017 Treasurer's Report, Ryan, Stutzman, Schrock, Krause. Nays none. Motion carried.
Motion was made by Stutzman, seconded by Schrock, to approve the financial statements submitted for Friend Community Healthcare System for the month of March 2017. On roll call voting aye, Krause, Ryan, Schrock, Stutzman. Nays none. Motion carried.
A motion was made by Krause, seconded by Ryan, that claims and payroll be approved by the claims committee, and be allowed, and the Clerk instructed to issue warrants on the respective funds to pay same. On roll call voting aye, Stutzman, Schrock, Ryan, Krause. Nays none. Motion carried.

Patrick Gates, Utilities Superintendent, gave his report. He reported on the status of the ballfield and the tennis court project. He also reminded Mayor Vossler and the Council of the upcoming tree planting ceremony that was re-scheduled from Friday to be held at the park Wednesday, May 3rd at 5:00 p.m. Other items mentioned in Mr. Gates’ report included an electronic sign for the City and a brief discussion of a new building that Farmers Union Coop is planning.
Mark McFarland, Police Chief, was not in attendance
Stan Krause reported on behalf of the Fire Department.
Councilman, Harlan Schrock shared information relating to a $3,000 grant that is available through the Seward/Saline County Solid Waste Management Association for recycled tables and benches.
Jim Ryan attended the meeting on behalf of the Friend Rotary Club. He discussed with the Mayor and Council a proposal from the Rotary Club to provide plant hangers to be mounted on the street light poles in the downtown area.
No further business to come before the City Council, motion was made by Krause, seconded by
Schrock, to adjourn the meeting. On roll call voting aye, Ryan, Stutzman, Schrock, Krause. Nays none. Motion carried. Meeting adjourned at 7:43 p.m.
