FRIEND CITY COUNCIL

MINUTES-SPECIAL MEETING

OCTOBER 12, 2006

 

Mayor Horner called the special meeting of the City Council to order at 5:35 p.m. at the City Hall.  Advanced notice of the meeting was given by posting meeting notices in three prominent places throughout the community.  All proceedings shown were taken while the meeting was open to the attendance of the public.

 

The Mayor, Roger Horner, presided and City Clerk, Debbie Gilmer, recorded the proceedings.  The following Councilmembers were present:  Dan Fricke, Harlan Schrock, and Gary Tuttle.  Dustin Weber was absent.  A quorum being present and the meeting duly convened, the following proceedings were had and done.

 

As required by the Nebraska Open Meetings Act, Mayor Horner announced that a copy of the Nebraska Open Meetings Act has been posted on the south door of the City Hall meeting room for all in attendance to review.

 

Discussion was had regarding construction of a new irrigation well for Drake Farms, Inc. north of Friend.  The Mayor and Council were provided a copy of the approved permit to construct an irrigation well located in Saline County, Township 8 North, Range 1 East, Section 14, in the Lower Big Blue NRD.  Motion was made by Tuttle to accept the approved permit as provided by Lower Big Blue Natural Resource District for Drake Farms, Inc.  Motion was seconded by Fricke.  On roll call voting aye, Schrock, Tuttle, Fricke.  Nays none.  Weber absent.  Motion carried.

 

The Mayor and Council were provided a copy of a letter of engagement received from William Schellpeper, Attorney at Law with Rembolt Ludtke from Lincoln.  The purpose of the letter is to confirm the terms and conditions under which this law firm will represent the City of Friend in matters pertaining to Community Redevelopment activities.  Services Attorney Shellpeper will provide include preparation, review and analysis of documents necessary for the organization and operation of the Community Redevelopment Authority, including specifically documentation of projects utilizing tax increment financing.  Councilman Fricke made a motion to accept the letter of engagement from Attorney Shellpeper and approve Mayor Horner to sign this engagement letter accepting legal representation from Attorney Shellpeper with Rembolt Ludtke.  This motion was seconded by Councilman Schrock.  On roll call voting aye, Tuttle, Schrock, Fricke.  Nays none.  Weber Absent.  Motion carried.

 

With no further business to come before the Council, motion to adjourn the meeting was made by Tuttle, seconded by Fricke.  On roll call voting aye, Schrock, Fricke, Tuttle.  Nays none. Weber absent.  Meeting adjourned at 5:40 p.m.
