FRIEND CITY COUNCIL
MINUTES-REGULAR MEETING
MARCH 6, 2018
Mayor Vossler called the regular meeting of the City Council to order at 7:00 p.m. at the City Hall. Advanced notice of the meeting was given by publication in The Sentinel, the appointed method for giving advanced notice. All proceedings shown were taken while the meeting was open to the attendance of the public.
Mayor James Vossler presided and City Clerk, Debbie Gilmer recorded the proceedings. The following Councilmembers were present: Shane Stutzman, Phyllis Ryan, Harlan Schrock, and Stan Krause. A quorum being present and the meeting duly convened, the following proceedings were had and done.
As required by the Nebraska Open Meetings Act, Mayor Vossler announced that a copy of the Nebraska Open Meetings Act has been posted on the south door of the City Hall meeting room for all in attendance to review.
Mayor Vossler announced that public comments would be accepted at this time.
Motioned by Stutzman, seconded by Schrock, to approve the Minutes of the February 6, 2018 regular meeting, and the February 2018 Treasurer's Report as presented and file same. On roll call voting aye to approve the February 6, 2018 regular meeting minutes, and the February 2018 Treasurer's Report, Ryan, Krause, Schrock, Stutzman. Nays none. Motion carried.
Motion was made by Krause, seconded by Ryan, to approve the Friend Community Healthcare System financial statements submitted for the month of January 2018. On roll call voting aye, Schrock, Stutzman, Ryan, Krause. Nays none. Motion carried.
A motion was made by Schrock, seconded by Stutzman, that claims, and payroll be approved by the claims committee, and be allowed, and the Clerk instructed to issue warrants on the respective funds to pay same. On roll call voting aye, Krause, Ryan, Stutzman, Schrock. Nays none. Motion carried.

Mayor Vossler shared with the Council that information provided by the City Attorney, Katie Spohn, relating to the annexation of certain properties in Friend has been forwarded to the City engineers, so that they may facilitate completion of a plat map, as state law requires a plat or map be attached to an ordinance that would be considered for the annexation of certain properties.
Patrick Gates, Utilities Superintendent, gave his report.
Building Inspector, Mark Stutzman, gave his report. Mr. Stutzman reported to the Mayor and Council that he has a building permit application for a building, submitted by Christ and Anita Meyer, to be built in the alley behind the Sapphire Boutique. (This is the alley between 1st and 2nd Street, and Main and Maple Street.) No objections were given.
Mark Stutzman reported on two property owners that appear to be enclosing lean-to sheds. These sheds were approved to be built with the contingency that they not be enclosed, as they were built without frost footings.
Stan Krause reported on behalf of the Friend Volunteer Fire Department. Krause said there were approximately 425 dinners served at the fire department’s appreciation dinner on March 4th.
Mayor Vossler informed the council that Marvin Slepicka has requested an increase in the monthly amount the City pays him for dump rental fees. The City currently pays Marvin Slepicka $1000 per month. No action was taken at this time.
No further business to come before the City Council, motion was made by Schrock, seconded by Stutzman, to adjourn the meeting. On roll call voting aye, Krause, Ryan, Stutzman, Schrock. Nays none. Motion carried. Meeting adjourned at 8:00 p.m.
