FRIEND CITY COUNCIL
MINUTES-SPECIAL MEETING
MAY 17, 2019, 5:00 p.m.
Mayor Knoke called the Special meeting of the City Council to order at the City Hall. Advanced notice of the meeting was given by posting notifice of meeting in three prominent places within the community. All proceedings shown were taken while the meeting was open to the attendance of the public.
Mayor Judith Knoke presided, and City Clerk Debbie Gilmer recorded the proceedings. The following Councilmembers were present: Harlan Schrock, Stan Krause, and Shane Stutzman. Phyllis Ryan was unable to attend. A quorum being present and the meeting duly convened, the following proceedings were had and done.
As required by the Nebraska Open Meetings Act, Mayor Knoke announced that a copy of the Nebraska Open Meetings Act has been posted on the south door of the City Hall meeting room for all in attendance to review.
After discussion, motion was made by Schrock, seconded by Stutzman, to amend a motion that was passed at the February 5, 2019 meeting relating to Mutual Finance Organization as authorized by the Nebraska Municipal Finance Assistance Act, to include changes made by the Nebraska Legislature passing LB68, which makes specific changes to the Rural Fire Interlocal Act. These changes include that the Interlocal Agreement must now be a for a minimum of three (3) years and the agreed upon levy cannot be increased in those three years. On roll call voting aye, Krause, Stutzman, Schrock. Nays none. Ryan absent. Motion carried.
No further business to come before the City Council, motion was made by Krause, seconded by
Schrock, to adjourn the meeting. On roll call voting aye, Stutzman, Schrock, Krause. Nays none. Ryan absent. Motion carried. Meeting adjourned at 5:10 p.m.
