FRIEND CITY COUNCIL

MINUTES-SPECIAL MEETING

JANUARY 16, 2019

 

 

Mayor Knoke called the special meeting of the City Council to order at 6:00 p.m. at the City Hall.  Advanced notice of the meeting was given by posting notice of the meeting in three prominent places within the community.  All proceedings shown were taken while the meeting was open to the attendance of the public.

 

Mayor Judith Knoke presided, and City Clerk, Debbie Gilmer recorded the proceedings.  The following Councilmembers were present:  Harlan Schrock Phyllis Ryan, Stan Krause and Shane Stutzman.  A quorum being present, and the meeting duly convened, the following proceedings were had and done.

 

As required by the Nebraska Open Meetings Act, Mayor Knoke announced that a copy of the Nebraska Open Meetings Act has been posted on the south door of the City Hall meeting room for all in attendance to review. 

 

Discussion was had relating to purchasing equipment for the police vehicles that would enable officers to create, print, and electronically file citations with the county court.  No action was taken at this time.

 

Discussion was had relating to pay rates for Friend Police Department personnel.  Setting the starting salary at $52,000 annually for the current position of Police Chief was recommended by Mayor Knoke.  Motion to accept Mayor Knoke’s recommendation of current position of Police Chief starting salary to be $52,000 annually was made by Schrock, seconded by Ryan.  On roll call voting aye, Krause, Ryan, Schrock, Stutzman.  Nays none.  Motion carried.

 

Setting the starting salary at $16.50 per hour for the current full-time position of Police Officer was recommended by Mayor Knoke.  Motion to accept Mayor Knoke’s recommendation of the current full-time Police Officer position starting pay to be $16.50 per hour was made by Krause, seconded by Stutzman.  On roll call voting aye, Schrock, Ryan, Stutzman, Krause.  Nays none.  Motion carried.

 

Motion was made by Schrock, seconded by Krause, to extend offer of employment to Shawn Gray for the position of Police Chief for the City of Friend.  On roll call voting aye, Stutzman, Ryan, Krause, Schrock.  Nays none.  Motion carried.  After accepting offer, newly appointed Police Chief, Shawn Gray read and signed the official Oath of Office.

 

Motion was made by Stutzman, seconded by Ryan, to extend offer of employment to Dominic Lombardo for the position of full-time Police Officer for the City of Friend.  On roll call voting aye, Ryan, Schrock, Krause, Stutzman.  Nays none.  Motion carried.  After accepting offer, newly hired Police Officer, Dominic Lombardo read and signed the official Oath of Office.

 

No further business to come before the City Council, motion was made by Schrock, seconded by Stutzman, to adjourn the meeting.  On roll call voting aye, Krause, Ryan, Stutzman, Schrock.  Nays none.  Motion carried.  Meeting adjourned at 6:17 p.m
