FRIEND CITY COUNCIL MINUTES-SPECIAL MEETING OCTOBER 12,2021 6:30 p.m.

Mayor Knoke called the special meeting of the City Council to order at the City Hall. Advanced notice of the meeting was given by postings in three places, the appointed method for giving advanced notice. All proceedings shown were taken while the meeting was open to the attendance of the public.

Mayor Judith Knoke presided, and City Clerk John R. Schwab, recorded the proceedings. The following Councilmembers were present: Kristen Milton, Shane Stutzman, Dave Sladek, and Jeremy Collier. A quorum being present, and the meeting duly convened, the following proceedings were had and done.

Mayor Knoke lead the Pledge of Allegiance. As required by the Nebraska Open Meetings Act, Mayor Knoke announced that a copy of the Nebraska Open Meetings Act has been posted on the south door of the City Hall meeting room for all in attendance to review.

Mayor Knoke announced that public comments would be received at this time. No comments were offered.

Mayor Knoke read Ordinance NO. 21-777.

ORDINANCE NO. 21-777

AN ORDINANCE AUTHORIZING THE ISSUANCE, SALE, AND DELIVERY OF A TAX ANTICIPATION NOTE OF THE CITY OF FRIEND, NEBRASKA IN THЕ MAXIMUM PRINCIPAL AMOUNT OF $413,000.00 TO PROVIDE FINANCING FOR CERTAIN OPERATING EXPENSES OF WARREN MEMORIAL HOSPITAL (AKA FRIEND COMMUNITY HEALTHCARE SYSTEMS); PRESCRIBING THE FORM AND DETAILS OF THE NOTE; COVENANTING TO PAY SUCH NOTE FROM THE REVENUES OF WARREN MEMORIAL HOSPITAL (FRIEND COMMUNITY HEALTHCARE SYSTEMS) AND, IF NECESSARY, TO LEVY TAXES IN AMOUNTS SUFFICIENT TO PAY THE PRINCIPAL AND INTEREST ON THE NOTE; PROVIDING FOR THE PUBLICATION OF THIS ORDINANCE IN PAMPHLET FORM AND RELATED MATTERS

Motion by Sladek seconded by Milton to waive the three readings of Ordinance 21-777. On roll call voting ayes Stutzman, Collier, Sladek, and Milton nays none.

Motion by Stutzman seconded by Collier to approve Ordinance 21-777 and have the Mayor sign all supporting documents. On roll call voting ayes Stutzman, Collier, Sladek, and Milton.

Discussion was held on City Employee raises. Motion by Collier seconded by Milton to approve raises as follows: • City Public Works Supervisor $2.50 hrly 2-Wastewater operator $.75hrly additional $.50 hrly upon passing completion of Licensing test Chief of Police $2000.00 annually Librarian $1.00 hrly On roll call voting ayes Stutzman, Milton, Collier, and Sladek. Sladek abstain from Public Works Supervisor only.

No further business to come before the City Council, motion was made by Milton, seconded by Collier, to adjourn the meeting. On roll call voting ayes, Milton, Collier, Stutzman, and Sladek. Nays none. Meeting adjourned at 7:00 p.m.
