FRIEND CITY COUNCIL
SPECIAL MEETING
JUNE 7, 2021
Mayor Knoke called the special meeting of the City Council to order at 7:48 p.m. at the City Hall. Advanced notice of the meeting was given by posting notice at three places in town, one method for giving advanced notice. All proceedings shown were taken while the meeting was open to the attendance of the public.
Mayor Judith Knoke presided, and City Clerk Kim Goossen recorded the proceedings. The following Councilmembers were present: Kristen Milton, David Sladek, Shane Stutzman, and Jeremy Collier. A quorum being present, and the meeting duly convened, the following proceedings were had and done.
As required by the Nebraska Open Meetings Act, Mayor Knoke announced that a copy of the Nebraska Open Meetings Act has been posted on the south door of the City Hall meeting room for all in attendance to review.
Mayor Knoke announced that public comments would be received at this time. Bill Bruntz and Roger Brandt were in attendance to discuss past and future expectations at Andrews Cemetery. As a city-owned cemetery, we are responsible for Perpetual Care and upkeep which may require city employees to go out and occasionally help with mowing and trimming. Discussion was held on what the best option would be to keep the mowing on track and not fall behind. Would it be possible to use students who need community service hours to come in and do weed eating. Roger Woolsey has agreed to help spray in the fall. This will be continued discussion in the future. Mayor Knoke recommends anyone attend a Cemetery Board meeting when possible.
Kristen Milton provided the Council with an update on the pool. The following were covered in her report:
- they are in process of lining up water aerobics classes;
- discussed heating the pool;
- will look into sponsorship with Black Hills;
- attendance has been busy;
- Sam’s Club has been best source for frozen treats, but also purchase some candy items at Qwik 6 – will check with Brian to see about nacho machine;
- concessions have been popular
Mayor Knoke stated the revision to the golf cart ordinance to include UTVs is not yet ready. Katie will be working on it in preparation for the next meeting.
Motion made by Sladek, second by Collier to approve the order for 60 license plates for the golf carts. On roll call voting aye, Stutzman, Milton, Collier, Sladek. Nays none. Motion carried.
Motion made by Collier, seconded by Sladek, to approve, pending certification, the lifeguard application for Jesse Duba. On roll call voting aye, Stutzman, Sladek, Collier. Milton-abstain. Nays none. Motion carried.
Motion was made by Milton, second by Stutzman to approve claims for Crete Ace Hardware, Culligan, Seward County Independent, and Steve’s Repair. On roll call voting aye, Collier, Sladek, Stutzman, Milton. Nays none. Motion carried.
Motion to enter into executive session at 8:30 p.m. for discussion of personnel matters was made by Stutzman, seconded by Collier. On roll call voting aye, Milton, Sladek, Collier, Stutzman. Nays none. Motion carried.
Motion to reconvene regular session of the Friend City Council meeting was made by Stutzman, seconded by Milton. On roll call voting aye, Collier, Sladek, Milton, Stuzman. Nays none. Regular session resumed at 8:40 p.m.
Motion was made by Sladek, seconded by Stutzman, to accept Mayor Knoke’s recommendation to hire John Schwab as new City Clerk/Treasurer at a rate of $20 per hour. On roll call voting aye, Collier, Milton, Stutzman, Sladek. Nays none. Motion carried.
No further business to come before the City Council, a motion was made by Milton and seconded by Stutzman to adjourn the meeting. Voting aye Sladek, Collier, Stutzman, Milton. Nays none. Motion carried and meeting adjourned at 8:46 p.m.
