FRIEND CITY COUNCIL
MINUTES-REGULAR MEETING
JANUARY 4, 2010
Mayor Vossler called the regular meeting of the City Council to order at 7:00 p.m. at the City Hall. Advanced notice of the meeting was given by publication in The Sentinel, the appointed method for giving advanced notice. All proceedings shown were taken while the meeting was open to the attendance of the public.
Mayor, James Vossler, presided and City Clerk, Debbie Gilmer, recorded the proceedings. The following Councilmembers were present: Harlan Schrock, Dan Drake, Dale Lawver, and Stanley Krause. Attorney Mullally was not in attendance. A quorum being present and the meeting duly convened, the following proceedings were had and done.
As required by the Nebraska Open Meetings Act, Mayor Vossler announced that a copy of the Nebraska Open Meetings Act has been posted on the south door of the City Hall meeting room for all in attendance to review.
Mayor Vossler announced that public comments would be accepted at this time. No comments offered.
Motioned by Drake, seconded by Schrock to approve the Minutes of the December 1, 2009 regular meeting, the December 14, 2009 special meeting, and the December 2009 Treasurer's Report as presented and file same. On roll call voting aye to approve the December 1, 2009 regular meeting minutes, the December 14, 2009 special meeting and the December 2009 Treasurer's Report, Lawver, Krause, Schrock, Drake. Nays none. Motion carried.
Councilman Drake presented a copy of the audit report from Warren Memorial Hospital and briefly discussed this report with the Mayor and Council.
A motion was made by Schrock, seconded by Lawver, that payroll and claims be approved by the claims committee, and be allowed, and the Clerk instructed to issue warrants on the respective funds to pay same. On roll call voting aye, Drake, Schrock, Krause, Lawver. Nays none. Motion carried.

Mayor Vossler shared with the Council that he had received thank-you notes from Phyllis and Joe Svehla, and Darlene and Bob Samuelson for being invited to the City employee appreciation/holiday dinner.
No report filed for the utility departments as Utilities Superintendent, Patrick Gates was absent.
Police Chief, Mark McFarland was not in attendance, but did submit his police report to the Council for the month of December 2009. (Copy of this report is attached.) Debbie Gilmer informed the Mayor and Council that Chief McFarland reported to the City office that he had issued seven warnings for vehicles parked on the street since the recent snow storm(s) and that he would be following up on these warnings accordingly with citations, towing, removal, etc.
Nothing reported for the Friend Fire Department.
Nothing reported for the hospital.
Proposed Resolution Number 10-01 was introduced and read by Mayor Vossler.
RESOLUTION #10-01
A RESOLUTION OF THE MAYOR AND THE CITY COUNCIL OF THE CITY OF FRIEND, SALINE COUNTY, NEBRASKA, APPROVING THE APPLICATION OF THE FRIEND LEGION POST #183, FOR A SPECIAL DESIGNATED PERMIT UNDER THE NEBRASKA LIQUOR CONTROL ACT, TO SELL LIQUOR, BEER AND WINE AT THE LEGION’S PORK SUPPER TO BE HELD ON JANUARY 27, 2010 TO JANUARY 28, 2010 IN THE CITY OF FRIEND. THE SAID SPECIAL DESIGNATED PERMIT TO BE LIMITED TO THE INSIDE AREA OF THE LEGION HALL LOCATED AT 136 MAPLE STREET FOR THE LEGION’S PORK SUPPER TO BE HELD BETWEEN THE HOURS OF 4:00 P.M. ON WEDNESDAY, JANUARY 27, 2010 AND 1:00 A.M. ON THURSDAY, JANUARY 28, 2010, PURSUANT TO THE MUNICIPAL CODE OF THE CITY OF FRIEND, AND THE NEBRASKA LIQUOR CONTROL ACT.
Motion to adopt Resolution Number 10-01 was made by Schrock, seconded by Krause. On roll call voting aye, Drake, Krause, Schrock, Lawver. Motion carried. Resolution Number 10-01 was passed and approved this 4th day of January 2010.
Discussion was had relating to the regular date and time of the Friend City Council meetings. Motion was made by Krause, seconded by Schrock to continue holding the regular meetings on the first Tuesday of each month, at 7:00 p.m. On roll call voting aye, Lawver, Drake, Schrock, Krause. Nays none. Motion carried.
No further business to come before the City Council, motion was made by Schrock, seconded by Drake, to adjourn the meeting. On roll call voting aye, Krause, Drake, Lawver, Schrock. Nays none. Motion carried. Meeting adjourned at 7:28 p.m.
