FRIEND CITY COUNCIL
MINUTES-SPECIAL MEETING
DECEMBER 13, 2012
Mayor Vossler called the special meeting of the City Council to order at 5:00 p.m. at the City Hall. Advanced notice of the meeting was given by posting in prominent places throughout the community. All proceedings shown were taken while the meeting was open to the attendance of the public.
Mayor James Vossler presided and City Clerk Debbie Gilmer recorded the proceedings. The following Councilmembers were present: Harlan Schrock, Dan Drake, Phyllis Ryan, and Stanley Krause. Attorney Mullally was present. A quorum being present and the meeting duly convened, the following proceedings were had and done.
As required by the Nebraska Open Meetings Act, Mayor Vossler announced that a copy of the Nebraska Open Meetings Act has been posted on the south door of the City Hall meeting room for all in attendance to review.
Discussion was had regarding the acceptance of a bid for fire apparatus and to approve the purchase of this apparatus (fire grass rig), and the means used to fund this purchase. After lengthy discussion, motion was made by Schrock, seconded by Drake to allow the fire department to purchase the new truck (grass rig). Said purchase would be made with funds from the Friend Rural Fire District and funds budgeted in the Fire Department Maintenance/Equipment Fund and the Fire Truck Sinking Fund. Cash shortage for said purchase will be covered by funds from the Friend Utility Department. Friend Fire Department agrees to reimburse any/all utility funds that might be needed to make the purchase by contributing annual payments typically distributed into the Fire Truck Sinking Fund and the Fire Maintenance Fund at the beginning of each fiscal year. Said payments shall be set at a minimum value of one-half of the appropriate funds annually, but can be more if funds are available, and shall be matched with funds provided by the Friend Rural Fire District. On roll call voting aye, Ryan, Krause, Drake, Schrock. Nays none. Motion carried.
Motion to adjourn the meeting was made by Drake, which motion was seconded by Krause. On roll call voting aye, Schrock, Drake, Ryan, Krause. Nays none. Motion carried. Meeting adjourned at 5:12 p.m.
