FRIEND CITY COUNCIL
SPECIAL MEETING
May 13, 2020
Mayor Knoke called the regular meeting of the City Council to order at 6:00 p.m. at the City Hall.
Councilmembers present: Shane Stutzman, Phyllis Ryan, Stanley Krause. Absent: Harlan Schrock.
As required by the Nebraska Open Meetings Act, Mayor Knoke announced that a copy of the Nebraska Open Meetings Act has been posted on the south door of the City Hall meeting room for all in attendance to review.
Mayor Knoke reported that Governor Ricketts has made adjustments to our current DHM and is allowing restaurants to open with limitations on May 18, 2020. He has also made recommendations on youth baseball/softball, which is to allow practices to begin June 1, 2020, and games to begin June 18, 2020. City attorney Katie Spohn reported what other surrounding towns are doing and suggested that if Friend decided to allow youth baseball/softball to begin in June, that it would be in the best interest of the city to draft a waiver for players and guardians to sign. Attorney Spohn recommend that the league provide the DHM to parents and to take responsibility to make sure guidelines are being followed and not the city’s responsibility. A motion was made by Krause and seconded by Ryan to not allow baseball/softball practice or games for the 2020 season. On roll call voting aye Stutzman, Ryan, Krause. Nays none. Motion carried.
Discussion was had on the Beckett Arp Memorial Fishing Tournament. It was stated that the pond has never been closed to the public. A motion was made by Krause and seconded by Stutzman to postpone the decision on the fishing tournament at this time and to discuss it more at the June 2nd City Council meeting. On roll call voting aye Ryan, Stutzman, Krause. Nays none. Motion carried.
Friend Rescue Captain Kelly Paulsen reported that Dr. Heather Eberspacher from Cordova has agreed to become Friend Rescue new medical director effective June 1st. A motion was made by Stutzman and seconded by Ryan to approve Dr. Eberspacher as the new medical director for Friend Rescue. On roll call voting aye Ryan, Stutzman. Abstain: Krause. Nays none. Motion carried.
Ray Rohrig reported that the committee has decided to postpone safety day to next year.
Mayor Knoke announced that public comments would be received at this time.
No further business to come before the City Council, a motion was made by Krause and seconded by Stutzman to adjourn the meeting. Voting aye Ryan, Stutzman, Krause. Nays none. Motion carried and meeting adjourned at 6:47 p.m.
