MINUTES-REGULAR MEETING
March 5, 2024
Mayor Knoke called the regular meeting of the City Council to order at 7:00 p.m. at the City Hall. Advanced notice of the meeting was given by publication in The Sentinel, the appointed method for giving advanced notice. All proceedings shown were taken while the meeting was open to the attendance of the public.
Mayor Judith Knoke presided, and City Clerk John R. Schwab recorded the proceedings. The following Councilmembers were present: Kristen Milton, David Sladek, Jeremy Collier & Phyllis Schwab. A quorum being present, and the meeting duly convened, the following proceedings were had and done.
Mayor Knoke led the meeting in reciting the Pledge of Allegiance.
Motion by Sladek, seconded by Schwab to approve the minutes from February 6, 2024 regular meeting, and February 13, 2024, Special Meeting. On roll call voting aye Milton, Collier, Schwab, and Sladek. Nays none.
Motion by Sladek, seconded by Collier to approve the February Treasurer report. On roll call voting aye Schwab, Milton, Collier, Sladek. Nays none.
Motion by Schwab, seconded by Sladek to approve the claims and payroll. On roll call voting aye Collier, Milton, Sladek, and Schwab. Nays none.
Motion by Schwab, seconded by Milton to approve the Hospital financials. On roll call voting aye Sladek, Collier, Milton, and Schwab. Nays none.

Motion by Collier, seconded by Sladek to approve the recommendations of the Planning and Zoning. On roll call voting aye Milton, Schwab, Sladek, and Collier, Nays none.
Motion by Collier, seconded by Schwab to approve the rezoning application and sign and to let the Public Works supervisor to order 3 signs. On roll call voting aye Sladek, Milton, Collier, and Schwab. Nays none.
Discussion of Dog Park no action taken.
Motion by Milton, seconded by Collier to table the pool Mgr. , Asst. Mgr. item until the end of meeting, On roll call voting aye Schwab, Sladek, Milton, and Collier. Nays none.
The Mayor, reported on behalf of the Friend Community Healthcare System.
Mark Stutzman, Building Inspector gave his report.
Billy Baugh, Public Works Supervisor gave his report.
Motion by Schwab, seconded by Milton to enter into executive session to discuss personnel. On roll call voting aye Sladek, Collier, Milton, and Schwab. Nays none. Entered executive session at 8:39 pm.
Motion by Collier, seconded by Schwab to exit executive session. On roll call voting aye Sladek, Milton, Schwab, and Collier. Nays none. Exited executive session at 9:13 pm.
Motion by Schwab, seconded by Collier to hire Heather Black as Pool Manager, Stacy Kirchoff, and Emma Olsen as Assistant Managers for the 2024 Pool Season per the Mayor’s recommendation. On roll call voting aye Milton, Sladek, Schwab, and Collier. Nays none.
No further business to come before the City Council, motion was made by Schwab, seconded by Milton, to adjourn the meeting. On roll call voting aye Collier, Sladek, Milton, and Schwab. Nays none. Meeting adjourned at 9:15 p.m.
